City of Hope Project was founded in the Cedar Crest community of Oak Cliff, Dallas, by Pastor Sheldon Russell and Sister Althea Russell. From the beginning, their mission has been to serve individuals and families by addressing practical needs such as food, clothing, and other essential resources while also offering encouragement, spiritual support, and the hope of Christ.
Their work in Oak Cliff was rooted in a simple belief: ministry should meet people where they are. Through compassionate outreach and consistent community support, City of Hope Project has worked to help restore dignity, strengthen families, and create a greater sense of hope and belonging.
Today, that mission is entering a new chapter in Corsicana, Texas, where Pastor Russell and Sister Althea have been called to establish a new church and continue serving the community. The new ministry will build on the same foundation that shaped City of Hope Project in Dallas—combining faith, outreach, and practical support to meet real needs and help people grow spiritually and personally.
While the location changed, the purpose remains the same: to serve people, strengthen communities, and share the love and hope of Christ wherever God leads.

City of Hope Project is rooted in lived experience and guided by faith. We understand firsthand what it means to live in a community where families struggle to access the resources and support they deperately need. That experience has shaped how we serve—with compassion, urgency, and a clear understanding of the challenges people face.
Now, as God has called us to Corsicana, we bring that same heart for service into a new community. We recognize the community needs, build relationships, connect people with resources, and respond in practical ways while also providing spiritual support.
What makes City of Hope different is the commitment to do more than simply provide assistance. The goal is to become part of the community and serve people in a way that reflects the love of Christ and helps create lasting hope.
